The average cost of a data breach just hit $4.88 million. That’s a 10% spike in a single year, the largest jump since the pandemic locked everyone out of their offices and into their home networks. But the number that should concern every CISO budgeting for AI deployment isn’t the average. It’s what happens to your breach costs when you add AI systems to the attack surface without AI-specific security controls.

IBM’s 2024 Cost of a Data Breach Report, the nineteenth edition of a study that has become the benchmark for breach economics, studied 604 organizations across 17 industries in 16 countries. The headline findings told a story of accelerating costs, staffing crises, and a widening gap between organizations that deploy security AI effectively and those that don’t. But buried inside the data was a quieter revelation: organizations rushing to deploy generative AI were simultaneously expanding their attack surfaces faster than they were securing them.

The paradox in the data

Here’s the tension IBM’s report exposed. Organizations that deployed AI and automation extensively in their security operations saved an average of $2.2 million per breach compared to those that didn’t. Two out of three organizations studied were deploying AI across their security operations centers. These organizations detected and contained incidents 98 days faster on average. AI was clearly working as a defensive tool.

But here’s what happened on the other side of the ledger. Organizations deploying generative AI for business operations without adequate security governance were creating new breach vectors. Only 24% of generative AI initiatives were properly secured. Shadow data generated by employees using AI tools outside IT oversight led to breaches that lasted longer and cost more to remediate. The report found that 40% of breaches involved data stored across multiple environments, and intellectual property theft had surged 27% year-over-year.

Sam Hector, IBM’s cybersecurity global strategy leader, explained in an interview with SecurityWeekwhat made this year’s data particularly valuable: “The real benefit to industry is that we’ve been doing this consistently over many years. It allows the industry to build up a picture over time of the changes that are happening in the threat landscape and the most effective ways to prepare for the inevitable breach.”

The picture that emerged wasn’t reassuring. AI was simultaneously the best defensive investment an organization could make and, when deployed without security governance, one of the fastest-growing sources of breach exposure.

The staffing crisis multiplier

The 2024 report identified a factor that amplified every other cost: organizations couldn’t hire enough security staff to handle the AI-expanded attack surface. Organizations facing severe staffing shortages paid $1.76 million more per breach than those with adequate security teams. The staffing gap had widened by 26% compared to the prior year.

This created a vicious cycle. AI deployments expanded the attack surface. Security teams lacked the headcount to monitor those new AI systems. Breaches took longer to detect. Longer detection meant higher costs. Higher costs meant more pressure to deploy AI for efficiency. More AI deployment meant more attack surface. And the wheel turned again.

For the financial services industry, the numbers were even worse. Financial organizations spent $6.08 million per breach, 22% above the global average. Healthcare remained the most expensive industry for breaches, as it had for fourteen consecutive years.

The organizations that broke the cycle were the ones that deployed AI in their security operations specifically to offset the staffing gap. Companies using AI and automation in detection and prevention saw their breach lifecycle drop to its lowest level in seven years: 258 days, down from 277 the prior year. But those savings only materialized when AI was deployed extensively across prevention workflows, not when organizations dabbled with pilot projects or limited deployments.

What “extensively” actually means

IBM’s report drew a sharp distinction that most vendor marketing glosses over. The $2.2 million in savings came from organizations using AI “extensively” across prevention workflows: attack surface management, red teaming, posture management. Not organizations that had purchased an AI-branded security product and added it to their stack.

The average cost of a breach for organizations not using AI and automation at all was $5.72 million. For organizations using these technologies extensively, it dropped to $3.84 million. That’s a $1.88 million gap. But “extensively” meant integrating AI into the actual detection and response pipeline, not running it as a separate analytics layer that produced reports nobody read.

The distinction matters because most enterprise AI security deployments I encounter fall into the second category. They’ve bought the tools. They’ve announced the initiative. They haven’t wired the AI into the operational decision-making loop where it can actually compress detection and response times.

This was reflected in one of the report’s more sobering findings: only 12% of organizations reported being fully recovered from their breaches. The majority were still in the recovery phase when surveyed. Among those that had fully recovered, 78% said it took longer than 100 days. Over a third needed more than 150 days. AI didn’t just change the breach probability. It changed the recovery timeline.

The shadow data problem IBM didn’t name

The report documented the consequences of shadow data without using the term that would become ubiquitous six months later. When employees used generative AI tools outside IT oversight, they created data repositories that security teams couldn’t monitor, classify, or protect. Customer data pasted into ChatGPT for summarization. Financial projections uploaded to an AI analysis tool. Source code shared with an AI coding assistant for review.

Each of these actions created copies of sensitive data outside the organization’s security perimeter. IBM found that breaches involving shadow data lasted longer and generated higher costs because security teams couldn’t scope the exposure. You can’t contain what you can’t see. And you can’t see data that moved through a channel you didn’t know existed.

The 27% surge in intellectual property theft was the most direct consequence. IP theft per record had climbed to $173, up 11% from the prior year. As generative AI initiatives pulled proprietary data closer to the surface for training and fine-tuning, the data that was hardest to replace became the easiest to steal.

The insurance gap nobody’s discussing

There’s a cost dimension that IBM’s report hinted at but didn’t fully explore: cyber insurance. Most enterprise cyber insurance policies were written before generative AI deployments became standard. The exclusions and coverage terms don’t account for breaches originating from AI systems, AI-generated shadow data, or compromised AI-powered decision-making processes.

I’ve watched several enterprises discover this gap during incident response. The AI-powered system that was compromised didn’t fit neatly into the “unauthorized access” or “data breach” categories that their policies covered. The insurer’s response was predictable: the policy covers traditional systems, not novel AI deployment risks that weren’t anticipated during underwriting.

This gap is closing as insurers update their underwriting criteria, but most organizations that deployed generative AI in 2023 and 2024 are operating with policies that don’t cover their actual risk exposure. And the cost data from IBM suggests that when AI-related breaches hit, they cost more than the breaches these policies were designed to cover.

What actually reduces AI breach costs

IBM’s data pointed to three interventions that consistently reduced breach costs, and none of them required buying new products.

First, internal detection. Organizations that detected breaches with their own security teams caught incidents at a 42% rate, up from 33% the prior year. Internal detection shortened the breach lifecycle by 61 days and saved nearly $1 million compared to breaches disclosed by attackers. Building the capability to detect anomalies in your own AI systems, rather than relying on external parties or attacker disclosure, was the single highest-return investment.

Second, incident response planning that includes AI scenarios. Organizations with dedicated incident response teams and regular security testing saved $248,000 per year. But most IR plans I review still don’t include scenarios for compromised AI models, poisoned training data, or unauthorized AI data exfiltration. Adding these scenarios to your tabletop exercises costs nothing. Discovering them during an actual incident costs millions.

Third, identity and access management applied to AI systems. Organizations with strong IAM saved up to $223,000 annually. When applied to AI deployments specifically, controlling which humans and systems could access training data, model endpoints, and AI-generated outputs, the savings compounded with faster detection times.

The budget line that doesn’t exist

The most revealing data point in the entire report wasn’t about breach costs. It was about investment priorities. Organizations planned to increase spending on threat detection and response tools, identity management, and data protection. Standard categories for standard threats.

What was missing: a dedicated budget line for AI security. Not AI used in security operations, which was well-funded. But security specifically designed for AI systems. The monitoring, governance, access controls, and incident response capabilities that AI deployments require as first-class security concerns rather than extensions of existing programs.

The gap between “we use AI for security” and “we secure our AI deployments” is where the $4.88 million price tag lives. Until that gap has its own budget, its own team, and its own metrics, the cost of AI-related breaches will continue to climb above the already record-breaking average.

Organizations that close this gap won’t eliminate breaches. But IBM’s data shows they’ll pay $2.2 million less when breaches happen. That’s not a rounding error. That’s a strategic advantage built on the unglamorous work of governing AI before it governs your breach costs.
